FAÃ?ADE IMPROVEMENT GRANT- Staff Recommendation for June 17, 2014 Meeting
BIC Resolution 2014-02 Approving Grant Expenditures
John would like to request improvement for 3 projects.
John - primary car wash - 33 years, staff recommendation is for 25% versus normal 50% - need to examine how program was intended (get copy from member of letter from member)
Sean asked Brian to discuss staff recommendations - quoting policy Section 3.1 - "exception of routine maintenance" - position of staff to improve the exterior of Commercial Buildings. Do realize these lots are seen as his "Commercial Building" which is why staff feels they are meeting in the middle at 25%.
For clarification many items on a previous application were funded at 0% and even removed from application.
Brian - how far is the paving going on the lot? John the paving will go to the back of the front buildings and the car wash and the Admin Offices of the Car Lot. If they were to pay the entire lot it would cost $60-$70K.
Eric - when drive from East of 267 to Hornady there were 4 lots which had gravel. Is the gravel part of the Facade? Joy agrees with this logic.
Sean - if this grant is not approved will this work still be approved? John - his business partner is here and if this is not approved he's not sure he will do this based on the financial burden.
John stated he came to an EDC meeting back when and asked why new businesses are treated better then current businesses? When the question was raised this program was brought up, John asked to be involved as he showed an interest from the beginning.
Bob Fullbright - 4451 Pinewood, if all it would take for someone to purchase is paving, they would find the money to pave.
Joy believes it takes more time to review. Eric believes he would make a recommendation for 25%.
Tricia make motion change resolution. Eric - if they approve 25%, would they be able to go back and reapply.
05.02. Other Such Matters that May Come Before or be Considered by the Board
EDC Policy annual review - staff, legal compiling which will fall in. Can submit new application in 2nd call in July.
Brian - landscaping components would possibly meet the requirements, John asked if he provides Arch. landscaping drawings would staff take a different look?
John - if they start work now would this be looked at this as a bad idea? Brian, if the business is contingent on these funds he can't say these funds would be there if they start the project. If the grant is not approved and the work has been done the business is still responsible.
